Meet Super Mindo!

Super Mindo is the tamarind (sampalok) mascot mainly conceptualized by Dr. Rogelio D. Cosio to promote and commercialize the Aglibut Sweet tamarind. This is the first sweet tamarind variety registered under the National Seed Industry Council (NSIC) of the Bureau of Plant Industry developed by the Pampanga Agricultural College (PAC). It is comparable to the (as sweet as) Bangkok variety. With Dr. Cosio (left) and Super Mindo (middle) in the picture above is Dr. Norman G. de Jesus (right), the PAC Director of Extension and Training. The Aglibut Sweet tamarind is one of the flagship commodities of PAC which is being continuously improved through research and development. PAC studies show that this is a crop which can significantly raise the productivity and profitability of farmers. Seedlings of the Aglibut Sweet tamarind are available at PAC, Magalang, Pampanga for as low as P50 per piece. For inquiries, text or call 0915-977-0236. The Aglibut Sweet tamarind project made PAC a 2009 regional finalist/winner of the PAGASA Award being annually given by the Civil Service Commission (CSC).

Climate Change Study

PAC Presents its Climate Change Study at CLARRDEC Regional Symposium

Rogelio D. Cosio
Institute of Economics and Management (IEM)
Pampanga Agricultural College (PAC)

The Pampanga Agricultural College (PAC) was among the institutions and agencies which participated in the 20th Central Luzon Agricultural Resource Research and Development Council (CLARRDEC) Regional Symposium on R&D Highlights at the Bataan Peninsula State University (BPSU) on August 14, 2009. Dr. Rogelio D. Cosio (Professor I and Director for External and International Affairs) presented the results of their study on “Climate Change Vulnerability and Adaptive Capacity of Guagua, Pampanga” under the Development Category. The said research paper is co-authored by Dr. Norman G. De Jesus (Director of Research) and Dr. Honorio M. Soriano, Jr. (SUC President III). This is among the manifestations that PAC is able to rise to the global challenge of climate change and food security.

The said PAC Climate Change study is an offshoot of the Memorandum of Agreement (MOA) for the implementation of the project on “Enhancing the Climate Change Adaptation Capacity of the Local Government Units (LGUs) and Scientists in the Philippines,” which Dr. Soriano, Jr. signed in behalf of PAC with the University of the Philippines Los Banos (UPLB) on August 13, 2008. Other signatories and project partners are the LGUs of the Provincial Governments of Pampanga, Batangas, Cavite and Isabela, and Municipal Governments of Guagua (Pampanga), San Juan (Batangas), Ilagan (Isabela), Kawit and Rosario (both in Cavite), Isabela State University and Cavite State University. The project has been funded by the Asia Pacific Network for Global Change Research (APN-GCR) Scientific Capacity Building/Enhancement for Sustainable Development in Developing Countries (CAPaBLE) Programme from July 2008 to May 2009. The abovementioned five (5) towns from the four (4) provinces are the project study sites. They are among the high risk provinces and municipalities based on PAGASA (Philippine Atmospheric, Geophysical and Seismographic Administration) and Manila Observatory records. Dr. Rogelio D. Cosio is the designated study leader from PAC. UPLB Professors Dr. Linda Penalba and Dr. Juan Pulhin (Scientist II) are the Over-all Project Leader and Pampanga Project Leader, respectively. The latter is part of the Philippine team who won the Nobel Peace Prize for their work on climate change with former United States of America (USA) Vice President Al Gore.

Among the activities undertaken under the project were the conduct of “Climate Change Awareness Raising Seminar” on August 13-15, 2008 at UPLB; community/public consultations, key informant interview (KII) and focus group discussion (FGD) for the climate change vulnerability assessment (VA) study; presentation of VA reports on December 10-11, 2008 at the City of San Fernando, Pampanga; mini-workshops with municipal officials to prepare their ICCAPs (Indicative Climate Change Adaptation Plans); and, public dissemination forums at the LGUs covered by the study. For Guagua, the public forum was held on May 12, 2009 at the Guagua National College (GNC). Similar forum will be conducted at SCUs (State Colleges and Universities) partners. The dissemination forum at PAC was conducted on June 4, 2009.

Results of the VA study revealed that continuous rain (that is associated with too much water) is the most harmful or destructive climate change related event in Guagua as its adverse impact on all identified most vulnerable groups or sectors (agriculture, fishery, business, students, transport service and LGU) is considerably large. Agriculture, on the other hand, is most vulnerable sector followed by the group of students, LGU, transport service and fishery sector (Rogelio D. Cosio).
